When you submit your site to the search engines for the first time, there si no doubt that you would submit it again. Maybe you would submit multiple time over a short time when your site and pages are already in the index. But some experts belive that it can actually hurt your rankings.

It won't actually hurt the website rank But Google consider those website more relevant which Googlebot search by themselves.So wait for sometime and let Google find you.

Yes, when you submit your site already then you would not submit again. If you will do again then you will not get any benefit your website but it can be harmful for your website.
