Broken links within or outside the site are also called 404. It is not harmful in terms of SEO depending how you manage them. Broken links within the site can be fixed by setting up a 301 redirect if you think that particular page is important. It will redirect all traffic that will land to that 404 page.

In terms of incoming links, broken links will have no value to your page therefore giving no benefits to it.

A broken link is a link on a web page that no longer works because the website is encountering one or more reasons..

1- An improper URL entered for the link by the web site owner.
The destination web site removed the linked web page (causing what is known as a 404 error)
2- The destination web site permanently moved or no longer exists
