What is a title meta tag in seo.....????????

A meta tag is a tag (that is, a coding statement) in the Hypertext Markup Language (HTML) that describes some aspect of the contents of a Web page. There are many meta tags and html-tags and obviously they don't all influence the search result.

Do the search engines rank based on the meta title tag or the title tag? What if you have a different meta title tag from the title tag? Edited: I have edited to clarify my issue. Having a different meta title tag from the title tag. Thank you for those who have answered the question so far.

Recommended title tag length is 50 to 55 characters and this is to show the full title of the website.
