Given this, if I were to promote my website, could I rely on social networks only? Buying ads for a personal website seems like a waste, and I feel like affiliate marketing wouldn't work too well in the early stages.

There's a lots of way to promote your website. I believe that social network wouldn't be enough. You should try another way such as website optimization (make your web design better!!) or through social media marketing.

First of all select best social media platform which is suitable for your business. In current scenario Facebook is a best medium to promote website you want. Because you will get heavy traffic from there. You can also choose Instagram and Twitter to promote your business. YouTube is also a powerful platform to promote your website.

i think social network isn't as efective on seo as you hope, it is more efective for traffic.
