The Difference Between CSS, HTML and PHP. CSS = Style: Cascading Style Sheets (CSS) dictate your website's look and feel. Font size, font color, font type, styling around images, page layout, mouse-over effects and more are all determined by CSS.

HTML, which stands for Hypertext Markup Language, is what makes the structure of the website
CSS, which stands for Cascading Style Sheets is another form of code that describes the layout of a site.

Quite simply, HTML (Hypertext Markup Language) is used to create the actual content of the page, such as written text, and CSS (Cascade Styling Sheets) is responsible for the design or style of the website, including the layout, visual effects and background color.
