Test a different modem/router.
Scan for viruses. Check for on-system interference. Check your filters. Try getting rid of your cordless phone. Check for external interference.

use of a good cache plugin and using cloudflare is the best possible solution. I increase my site speed from 32 sec to 7 sec with this method
