In my opinion Illustrator.
Logos should be flexible and adaptable to many different contexts (from a website to an envelope). Illustrator is vector based (lines). It will enable you to scale up or down your logo, and try different shades and plain colors as a logo should have. Photoshop is for graphics, pictures where you have to deal more directly with the pixels rather than the lines or shapes.

Illustrator is far better for logos. Reason being that it produces vector graphics which can be easily scaled and resized without losing quality. Clients usually need many sizes of images. When you resize raster images they often become blurry and distorted. Illustrator will allow far cleaner lines and clearer graphics regardless how many times it is resized. I'm curious as to how many people that answered Photoshop actually do paid graphic design work. Photoshop is great for raster images and finishing touches on designs.

Personally I think illustrator is a bit easier than Photoshop especial for graphics. As far as photo editors Light room is great.
