Site optimization becoming more important again
It seems as though the pendulum is swinging back to site optimization and away from link building. Probably wise to focus on both, but keep some perspective. Don't overdo it on the links.

I agree you need good on site optimization and only high quality links.

I don't think that any aspect of on-page optimisation has changed much at all for years. Link building is all about high quality as Klaks says
