I would say that the primary difference between a group blog and a forum is the fact that a blog can often stand alone, with no comments, and still be valuable content. Usually, a forum topic is made more valuable by the discussion that responds to it. Of course, the same can be true for a blog post, but not as often.
A second important difference is that a group blog generally focuses around a specific niche, whereas a forum can be subdivided into several subject areas that may be more diverse.
