I would make sure they are useful to the visitor and helps him quickly find relevant information/webpage. Also be careful adding too many outbound/external links so google do not start thinking you are trying to manipulate ranking of the sites you are linking to. Links made for a visitors, not for better google ranking. You can create many links, but safe in such case is to use rel="nofollow" attribute. I might be wrong this is just what i think.
