Depends on your intentions. If you are seeking traffic, you can go with the first option but you might be setting yourself up for duplicate content penalization. I've had articles go live on differerent sites and the link had a no follow attribute, so no equity was passed, which may be the case when you push your article.
With the second option, although a lot of work, you might be able to get more value out of it. 15 unique quality articles increases the likelihood off value transfer and decreases the chance of penalization.
