Initial purpose of Google plus was to be a social networking site partially as a challenge to Facebook. But that strategy backfired as facebook provided much more personal and better experience than Googleplus could because of its basic structure.

But does it mean that it is a failure.

Apparently later on Google changed its strategy and made it a medium to bind not only Google services between themselves but Google with other services too. You might have noticed that by the number of websites that offer you registration via Google plus.

So google plus was started with a different purpose in time and it has changed now. Now the purpose of Google plus is to provide a binder to the web experience of a user. It is one of the top components of Google ecosystem now solving a multitude of problems not only for google but for the whole web. P.S it also helps provide a web identity to a users.
