Linux is based upon the UNIX philosophy and supports the standard POSIX systemcall interface. Windows on the other hand only provides for POSIX using an emulation layer.
*Linux itself is only a kernel and often used in combination with the GNU toolchain and the X window manager to provide a GUI interface. Windows on the other hand is always packed with it's own windowing/graphics system.
