Basically, SEO is about three things: (1) well-built website, (2) relevant content, and (3) inbound links. If I had to pick a "most important," it would be the relevant content. Having great content leads to inbound links. If your site isn't built properly, your content will suffer, but even sites with a lot of architecture issues can still rank fairly well because of their great content.
