You could join facebook group that are focused on growing your followers and increasing engagement. (e.g. search for bloggers help bloggers or similar)
There you can join weekly initiatives where fellow website owners ask for favours. Complete a few favours and in return ask for them to follow you on google+.
These followers may then have their own followers who see your content that way and might also follow you (depends on your content though).
