What should one do if your staff is not productive?

I hired an under graduate as an intern but she does not take the work seriously.
It is always from one excuse to another. She is expected to work five days in a week, Monday through Friday, 8am to 2PM. Surprisingly she doesn't come to work regularly and cannot complete a task..

How can one help or train such a person?
