Reading in the correct way the SERP CTR data

Hello Warriors,
when we read the yearly "ctr serp" data from MOZ ( example : moz.com/blog/google-organic-click-through-rates-in-2014 ) it says that "85% of the clicks go under the ads and the remaining 15% on the ads).

Then it also says that the first position gets 31% of the clicks, the second 14% and the third 9.85%.

When it refers to the "31%" does it refers to the 31% of the 85% clicking under the ads or the 31% of the total volume of the search?

And another things, the 4th position would be the one under the 3map pack (if it's available), correct?
