Never heard about anything like this, may be it means sharing traffic but i don't think that's a cool or ethical idea at all, if that term is related to facebook shares for promoting a site, then yes, of course it is a method to promote on internet, between real people, in this you share your link on fb groups or withing your social network, but that is more precisely called as social media optimization.
