As its name represent, do follow link means it allows the search engine bot to follow the link and get an idea about the website. Also it passes link juice through that link which is vital for search engine ranking.
No follow link doesn't allow the search bot to follow the link and won't pass any link juice.
As per my personal experience, when i comment on no follow blogs, i get positive impact on search engine ranking. So nowadays, no follow and do follow link have no big difference.
