Well I don't think there's one "best" way to build backlinks. The best strategy for you may be different than the best strategy for someone else. I think most will agree that the quality of backlinks is more important to a long-term strategy than the quantity of backlinks. In general terms, you want to try and get natural backlinks by either creating great and helpful content that other people will automatically link back to, or by writing guest posts on other blogs/sites etc., which will then give you a link to your own site.
There are faster ways to set up a backlinking strategy, but at the end of the day it is natural and quality backlinks that will boost your results in the long run. This is especially true as many of the major search engines have begun to penalize people for these kinds of strategies.
