If you do good on page optimization first. You can move ahead in the results much faster, then do off page to finally get you to #1. I recently did work for a law firm. I added G-zip compress, and meta tags, and added few more keywords in the text. Then I "enabled" the printer functions of the webpage and enabled the Mobile use functions. Then created a fresh sitemap. Then I had Google come back and check my site with no additional work. The law firm moved ahead 4 pages in the engine results in less than 5 days.
