The quality of your content is likely to influence the sort of backlinks you can gather.
A large number of backlinks (with no PR themselves and hardly any authority) will generate so-called citation flow (they refer to you). But sites with a high PR, lots of traffic and obviously authority, can provide you with so-called trust flow. Their authority flows to your site.
Your link profile (an assessment of the nature of your backlinks) ideally shows a balance between trust flow and citation flow.
