You can still get SOME value from forums for improving PR. Thing is that most forums don't allow dofollow backlinks anymore which means the PR isn't passed on.

So forums are still good for traffic generation but not quite as good for SEO. If you can find a list of dofollow forums to post on then go for it but be sure to post valuable content.
