Hi,
you need to look your keywords at first then do mapping for each keywords and define which urls will be good for your keywords. Once you will have all the list of keywords and pages then you can rewrite your inner pages urls according to your keywords for that pages. Try to keep small url using your keywords that will help to improve your website ranking.
