I partially understood your query.
If you mean to set signature in forum then there is a different criteria of different forum sites. Some of them show signature option at the time of registration while others make it appeared after making some posting (approximate 5,10 or 25).
Once you reached to maximum posting decided by particular forum site then it will automatically to appear bellow every post made by you.
