Purchasing back links can also help. I've done so and moved up pretty quickly. You just have to make sure that the links you purchase will not hurt you. Links that will benefit you, usually are from older domains (2 years or older) with a page rank of 3 or above on google. Also make sure they do not have thousands of OBL already on their page.
