Local listing is getting a link for your target customers. Example if you are from the US of course your browser is Google.com if you are in Italy it should be google.it, try listing your site to
http://www.google.com/places/
To list your site locally do the following. Example your keyword is Immigration you can key in:
"Immigration" "SEO" "local citation" I hope this will help you.
