Penguin had nothing to do with the worthiness or futility of article marketing...Panda was.
If you ask me, article marketing has lost much of its potency...The whole premise of Google axing article directories was that most of these directories had turned into �content farms� (mills with a lotta spun, dupe and otherwise low-quality content)... A good technique would however be to write unique and original content and submit that as guest posts on niche, authority blogs.
