First of all make your website with full of useful, helpful, enjoyable, entertaining content which should be relevant, original and quality (in grammatical wise) and then start search engine optimizing your website with the search engines like google, bing, yahoo etc. by submitting your website and its xml sitemap/rss feeds to the Google webmaster tools, Bing webmaster tools.
Once you're done with the above submission things then i would recommend you to install the google anlytics tracking code into your web page to track the stats.
Then start doing off-page search engine optimization by using any of the following methods or other methods which you know:
Web/blog directory submission
guest blogging
blog commenting
article submission to the article directories
social bookmarking
forum posting etc.
