No, Page Rank of a webpage solely depends on high-quality backlinks (other authority webpages linking to you). Traffic to your site (visitors) doesnt affect your site�s PR at all.
With PR3, it seems you do have some relevant, quality backlinks to your website. You will need to continue your linkbuilding efforts to improve it further. There�s no set �number� of links that bring you a �certain� PR. It�s about count + quality + relevance + speed of links built...Here I list a few techniques to build links:
- Submit your website to popular social bookmarking sites
- Guest post on niche related blogs
- Register and participate in trafficable social networking sites
- List in popular niche directories
If your linkbuilding is organic (you aren�t buying/ exchanging links) & niche related, you should be able to see an improvement with the next PR update.
P.S PR, however, is not that important a metric and there are much important ones like traffic, conversions, SERPs etc to worry about.
