Keyword spamming/ stuffing/ crowding can be used interchangebly. They all refer to practice of loading a webpage (content, meta tags) with excessive/ unnecessary keywords with an intent to manipulate SERP results.
Since its a shady way of gaming the search engines, it can be termed black hat activity.
