The so-called sandbox effect is often no more than the normal experience of a new site, in that it moves rapidly up and down the rankings for a while.
Google removing a site from it's index for breaking its terms and conditions is something else altogether.
As serena85 says, Google doesn't even acknowledge the existence of a sandbox and some believe its nothing more than an excuse used by SEOers when a site isn't performing well.
