cloaking is usually intended to completely fool the search engine's algorithms and programming that determine what makes a site rank high or low in that engine. If the page that the peoples see is different from the page that the search engine boot sees, then the search engine cannot do its job. So that sites use cloaking.

In simple word showing content to the user and content showing to the search engine are not same.

i think Clocking is not right way to index site in search engine i think it's very dangerous for your ruining site so always avoid clocking type method ..
