Well, there is really something new to me. But reading from the official section for this service from Google makes it a good product for anyone who wants to achieve an even deeper monitoring of their website's performance. But going back to the question above, Google says, "Once the container snippet is deployed on your site, little to no IT/webmaster involvement is necessary to deploy new tags or edit existing tags."

you still create your tags in each of those Google products. Instead of pasting the generated code directly into your website, you will instead paste it into a Tag Manager container and add rules for how the tag is to be used on your site. The only tag code you need to copy to your site is the code that requests all the tags from Google Tag Manager.
