What is Google Page layout Algorithm

Google has introduced new algorithm of Page layout algorithm.. I am confused on the concept. Shall we contribute our understanding and idea on the topic so that every one of us will be benefited?

the new update will now come on heavy with sites that have multiple ads placed on their sites above the fold (pages with loads of ads at the top of their page as opposed to content at the top).
