Windows 7 Ulitmate - Why the black start up screen?

When I turn on my machine the
first thing I am greeted with is the black and white
Windows login background screen.

Its so depressing.
At least Vista had a kind of fresh blue-green color.

Is there any way to change this?

It is better you can install latest operating system like windows 8. It works fine.
