If you have new domain then i will suggest you to chose the reciprocal link building which will increase the Pr for your website.

There are many ways and some are gray blackhat but the white hat fastest ways I have found have been press releases along with link wheels. In fact the link wheels seem to be best but the press releases will also drive traffic to help with them. Hope this helps. Actually any system which creates quality back links can move your site upwards in ranking but it takes time and enough of them.
