The higher Page Rank you have the better chance of getting a good link exchange. The theory just goes like this, so a site with low PR can never exchange links with sites having high PR? Any tactics for realizing this?

PR doesn't give too much value to get a good search engine ranking or SERP, I will not only base the exchange only on PR, I would also look if the site is a good neighborhood and search engine friendly, or getting good volume of traffic.
