Site placed well "with quotes" but not without

If I type a certain search phrase into MSN Search my site appears within the top 10. The same phrase entered into Google places my site somewhere in the 800's. Yet if I enclose the same search phrase "within quotes" my site appears within Google's top 20.

Is there anything I can deduce from this that would help me optimise my site better for Google?
