Do I need a dedicated server?
 
I've developed a web site, it uses apache tomcat and postgres. I've been hosting on a server at home, but want more reliable uptimes and faster speeds. Traffic is (for now) very low.
Are there options for shared servers that would allow me to run tomcat and postgres? Or are shared servers really for static pages and I need a dedicated server?
I've also, just googling around, seen offers for dedicated servers "starting at" $99 a month or so. This seems quite reasonable, are those prices common or too good to be true?

Depends on how much resources are used in fact.

For gheavy sites dedicated servers are the only way. For quality servers I advise looking up such hosts as santrex.net and exmasters.com .

I believe that VPS will be ok for you. have a look at Pinellashosting.com VPS hosting deals.
Since VPS has had much better uptime, is much faster, and gives you much more freedom, since you can install any panel you want, it will be the best solution for your needs.

As you mentioned your details, it seems that the server is good for you. Generally the selection of dedicated server depends upon the resources that you used.
