Can a site be over optimized?
 
My question is can a site be penalized for "over optimized pages" for google? (Without the obvious spam techniques?) If this isn't so can I be rest assured that I sit back and wait for a top ten position?

Yes it can with keyword stuffing and if you use hidden text then you will be banned by Big G real quick, so the answer to your question is definitely yes.

As Commodityman points out, keyword stuffing and hidden text are not gonna do you any favours - but what exactly do you mean by "over optimized pages"?

If you stick to between 3% - 5% keyword density, structure content well (i.e. use appropriate header tags), and use CSS - then you have nothing to worry about.
