Just accumulate adding new original high quality content and building backlinks. Your rankings will acceleration and eventually stabilize. Don't worry about fluctuations, it's natural.

Google evaluate a site through link building, click through rate, page view, and bounce rate. If you able to control all these, they it is not problem for you to maintain page rank.

Pagerank isn't too important these days. Sure, it's better to have a high PR than a low one, but having a high PR didn't always guarantee you first place, and low PR also didn't guarantee you won't get first place. In fact, some of the first place websites I saw only have a low PR. So it's better for you to concentrate on your content and backlinks quality instead.
