Both do follow and no follow are important for your website. Do follow helps to build trust of your domain and ranks keywords higher in search engines. No follow helps to generate traffic only from various external webpages.

1/3 percentage required means if you have 100 do-follow links it is good practice to have at least 20 no-follow backlink
