Google Sandbox acts a a temporary filter for new sites before they go live. The duration for a site being in Google Sandbox can vary anywhere between one month to six months. In laymen's language it can also be called as Google's Waiting Period for new websites.

The new websites are on a probation period for a certain specified duration. This was done in order to stop new sites from spamming the search engine results page.
