If the broken links are on your site, then yes, they’re bad for SEO and if they are on other sites, but pointing to your site, then no, they’re not bad for SEO

Broken Links Negatively Affect SEO. It's important to understand that one of the ways search engines rank websites is by crawling their links. If there are dead links on your website, it can stop search engine spiders from crawling your site and, thus, indexing it.

When visitors follow links to or from your site they are expecting certain content to be available to them once they get to that page. Broken links are not only bad for user experience but can also be harmful to your site’s loving relationship with Google, i.e. your SEO. Avoid linking out to broken content, and also avoid having pages on your site that are broken
