Web design does affect your SEO rankings, both positively and negatively. In the absence of these factors, you site may be negatively affected. There are penalties for not being mobile ready.

I don't think so that your web design directly affects your SEO ranking if you are talking about design means the way it looks. But there are a lot of components in your web design which does affect your SEO ranking.

design does not affect site ranking.. however the code and its quality in general does
