The main idea of the google panda algorithm are keep the low quality and low content sites are away from the top ranking results,the main purpose is bring high quality content
sites on the top of search engine ranking,this is basically on on page problem main changes need to be on website.
In the penguin update down the website violate the google webmaster guidelines using black hat SEO technique these is mainly focus on penalizing unnatural link that cause change search results intentionally.
