I would request for backlinks to a competitor’s relevant website as well as a provide reciprocal link if required. In addition, I would attempt to submit a press release, article submission, blog submission and other aspects of off-page SEO to most relevant and quality sites.

If you are doing competitor analysis then you are on the right way. Submit your websites same as your competitor do.

Also do some commenting on niche sites, forum posting, and guest posting for quality backlinks.

For me content marketing comes first and then rest of techniques. Because it's an efficient way to rank on google.
