This doesn't work so well anymore. Most Index Submissions want you to pay for them now a days (kinda bad that we have people who sell the benefit of their high domain authority just so you can increase yours. Seems very pyramid scheme to me).

Most blogging is now nofollow so that doesn't help at all with backlinks.

As for link exchange. Be very careful with this. If the person's rank starts to tank because they are linking a lot of spammy sites (or spammy sites start to backlink them which decreases their authority also) it will start to bring yours down too.

Google has gone with a "We would rather you have no backlinks then poor quality backlinks" which is kinda BS since you have no control over spam sites (mostly russian and chinese from what I get linked to and backtrace them). You have to basically denounce every one of them in webmaster tools.
