Go to the disavow links tool page.
Select your website.
Click Disavow links.
Click Choose file.

I have often wondered if this worked as I tried this a number of times and saw no change in serps.

you should think before disavow links because it will change your site rank on google

i will just delete the bad links

Disavow tool is good for removing poor links in webmaster tool.
